China’s Intelligent Military Transformation: Implications for Regional Security and Deterrence
Beijing’s push for intelligent systems is reshaping regional security. The nation’s accelerating shift towards intelligent and AI-enabled warfare is remodelling the strategic balance across the Indo-Pacific. As autonomous systems, networked capabilities and AI-driven decision-making strengthen the PLA, they could potentially enhance deterrence while simultaneously increasing escalation risks and uncertainty.
In late July 2026, just days before the People’s Liberation Army marked its 99th anniversary, Xi Jinping delivered a set of instructions that quietly, yet clearly sharpened the direction of China’s military modernisation. Speaking at a Politburo group study session, he called on the armed forces to strengthen the military application of unmanned intelligent technologies, deepen the development and application of network information systems, and gradually build an intelligent military system. Combat effectiveness, he stressed, remains the ultimate measure of progress (Xinhua, 2026). The timing was deliberate. With the PLA’s centenary in 2027 now less than a year away, the leadership is signalling that the next phase of modernisation will increasingly depend on intelligent systems rather than simply adding platforms or refining existing structures. This is not an entirely new concept, as Chinese military writings have discussed intelligentisation for several years; however, recent guidance places it more firmly at the centre of near-term priorities (Foreign Affairs, 2026).
The Core of the New Instructions
What stands out in Xi’s remarks is the concrete emphasis on three linked elements. First is the military application of unmanned intelligent technologies. This covers the growing range of drones, autonomous vehicles, and related systems that the PLA has been testing and fielding. Second is the deepening of network information systems, the digital backbone meant to connect sensors, platforms, and decision-makers across domains. Third is the longer-term goal of gradually establishing an intelligent military system in which artificial intelligence supports planning, coordination, and aspects of operational decision-making (South China Morning Post, 2026). Xi also returned to a familiar theme: combat effectiveness as the fundamental standard by which modernisation should be judged. The message is practical rather than purely technological. New systems matter only to the extent that they improve the PLA’s ability to train, operate, and, if necessary, engage in combat (Economic Times, 2026). Chinese defence planners have long framed the PLA’s modernisation as a progression from mechanisation through informatisation to intelligentisation. The latest guidance accelerates the third stage, treating intelligent systems as a core rather than an experimental component of forced development (RAND, 2026).
Drivers Behind the Shift
Several factors help explain why this guidance has come now. Strategic competition with the United States continues to shape Chinese defence planning, particularly the need to complicate any potential external intervention in a Taiwan contingency or maritime crisis. Recent conflicts elsewhere have also highlighted the value of massed unmanned systems and rapid information processing (CSET, 2026). Domestically, the prolonged anti-corruption campaign has removed a significant number of senior officers, creating both challenges and opportunities for organisational renewal (Reuters, 2026). At the same time, China continues to pursue military-civil fusion as a way of drawing civilian technological advances into defence applications. Intelligent systems fit naturally into that approach. They allow the leadership to demonstrate progress toward the 2027 goals even while personnel and command issues remain under review (The Diplomat, 2025). The 2027 centenary goal itself provides a clear near-term horizon. Chinese sources describe it as a milestone for accelerating modernisation, improving readiness, and enhancing deterrence capabilities rather than a fixed deadline for any specific operation (Jamestown Foundation, 2025). Implications for Regional Security
A more intelligent PLA would strengthen China’s ability to monitor its periphery and coordinate responses across air, sea, and information domains. Improved surveillance and unmanned platforms could make it harder for other forces to operate close to Chinese-claimed areas without detection. Countries that have grown used to a certain degree of operational freedom near the First Island Chain may find that margin narrowing (ORF, 2026). At the same time, the same technologies can compress decision timelines. When systems process information and generate recommendations at high speed, the space for human judgment and diplomatic off-ramps can shrink. Regional states already struggle at times to interpret Chinese military signalling. Adding layers of intelligent capability may make intentions even harder to read during a fast-moving crisis. Japan, Australia, the Philippines, and Taiwan have all adjusted their defence postures in recent years, as a more capable Chinese force is more likely to reinforce those efforts than to ease them (Business Standard, 2026).
Effects on Deterrence
From Beijing’s perspective, better information dominance and the ability to deploy unmanned systems in volume could raise the costs of external intervention and thereby strengthen deterrence by denial. From the perspective of the United States and its partners, the same developments may erode confidence in traditional response concepts that assume certain timelines and force ratios. The result could be a more breakable form of stability leading to one in which both sides feel more capable, yet less certain about the other’s red lines (FDD, 2026). There is also a longer-term question about escalation control. Intelligent systems that accelerate theobserve-orient-decide-act cycle can be valuable in competition short of war, but they also raise the risk that a local incident escalates before political leaders have time to intervene. The PLA’sgrowing focus on AI-enabled kill chains and multi-domain precision warfare only heightens the importance of this issue (RAND, 2026).
Policy Recommendations
The move toward an intelligent military in China is reshaping the strategic environment in the Indo-Pacific in ways that require careful management from all sides. Beijing would benefit from developing clearer internal guidelines on the use of autonomous and semi-autonomous systems, particularly in situations where escalation risks are high, so that technological advances do not unintentionally reduce the space for human judgment during crises. At the same time, the United States and its partners should continue investing in resilient command-and-control networks and effective counter-unmanned capabilities while also seeking more regular, structured dialogue with Chinese counterparts on the operational implications of emerging military technologies. Regional states, for their part, have an interest in strengthening shared domain awareness and maintaining reliable crisis communication channels so that rapid changes in Chinese capabilities do not translate into strategic surprise. Across the board, greater transparency about doctrine, exercises, anddecision-making processes involving intelligent systems would help reduce misperception. None of these steps requires abandoning competition, but all of them recognise that intelligent systems change the texture of deterrence. Managing that change carefully is now part of the security agenda for the region as a whole.
