“Energy Liberalism” in Practice: Britain’s Grid Connections Reform as the Real Bottleneck to Net Zero Delivery

Britain’s Net Zero race has reached a critical turning point; the battle is no longer about renewable costs but grid access. In early 2026, National Energy System Operator (NESO) revealed a staggering 700GW backlog, four times the clean capacity needed by 2030. In response, NESO and Ofgem now prioritise shovel-ready projects and strategic demand (NESO, n.d.). Meanwhile, Ofgem’s December 2025 reform package, alongside a parallel government consultation, is rapidly imposing stricter connection rules (Ofgem, 2025).


The Queuing Problem:

Until recently, the connections queue had largely been invisible. Under the old system, any developer could apply to connect a project, including wind, solar, data centres, or storage, and secure a place in the queue years before construction. This allowed the backlog to grow to around 700GW, with many projects unlikely to be delivered on time (Ofgem, 2025; NESO, n.d.). NESO’s ‘Connections Reform’ review found that around 700GW of projects had remained stuck in the queue for up to a decade. This prevented even urgent infrastructure projects from securing timely grid access (NESO, n.d.). As delays mounted, connection dates slipped, vital investments evaporated, and essential infrastructure stagnated (Ofgem, 2025). Ofgem estimated that developers lost “tens of millions” in sunk costs; connecting clean capacity was not a technological obstacle but a market-design crisis that called for immediate action (Ofgem, 2025).

Reforming The Process:

The good news is that reform is underway, and NESO reports that the restructured grid connections queue now prioritises deliverable projects, shovel-ready renewables, and growth industries (NESO, n.d.). NESO has trimmed the pipeline, deferring projects lacking planning permission or clear funding. Meanwhile, mature projects such as operational solar farms or ready-to-build storage are fast-tracked (NESO, n.d.).

Ofgem’s December 2025 “end-to-end review” goes further by imposing new obligations on network operators, including stricter connection deadlines, penalties for delays, and greater transparency over grid capacity (Ofgem, 2025). Ofgem also stated that the queue had already been “reduced by nearly two-thirds” (Ofgem, 2025). As the Director General of Infrastructure said, the days “where hundreds of unviable projects sit in the queue with no consequences are over”; grid operators must now ensure “the right projects are built in the right place and at the right time” (Ofgem, 2025).

Simultaneously, the UK government has launched a consultation to prioritise strategic demand (data centres, AI hubs, large industrial loads) in the connections queue (GOV.UK, 2026). The policy paper argues that these “vital demand projects representing billions in investment” can no longer be delayed by non-viable applications (GOV.UK, 2026). To support this, proposed measures include reserving capacity for AI growth zones and EV charging hubs and expediting connections for projects that meet national priorities (GOV.UK, 2026).

These reforms significantly reshape energy project risk. Projects once considered commercially viable may now face indefinite delays if their queue positions are removed during reprioritisation (GOV.UK, 2026). Grid-access uncertainty now adds to commodity and policy risks. Financial models increasingly require a “connection delay” variable, but on the upside, firms that can demonstrate readiness may earn a premium, since regulators will prioritise them (Ofgem, 2025). These reforms have broader industrial impacts, as accelerating connections support UK decarbonisation and foster industries (such as data centres) that depend on reliable electricity, thereby driving economic growth (GOV.UK, 2026).

Indicators To Watch:

The success of Britain’s grid connections reform will ultimately be judged through a small set of observable indicators. The main task is determining whether bottlenecks are genuinely easing rather than simply shifting elsewhere in the system. The most immediate signal is provided by NESO pipeline updates. The connections dashboard, published quarterly, serves as the primary data source for tracking headline queue size and the share of prioritised or “permitted” projects (NESO, n.d.). A sudden increase in queue size may indicate renewed speculation or rising applications. However, the more meaningful metric is an increase in prioritised gigawatts, indicating progress (NESO, n.d.).

Regulatory follow-through will determine whether the reform has teeth, with Ofgem’s consultation, which closed in February 2026, expected to lead to new licence rules in mid-2026 (Ofgem, 2025). The key question is how aggressively this will be enforced. This is especially important for the proposed ‘use-it-or-lose-it’ provisions, meant to remove stalled or non-credible projects, testing whether the queue is actually being cleared (Ofgem, 2025). Additionally, alignment between the government and regulators on strategic demand shows if the system has shifted to active allocation (GOV.UK, 2026), connection lead times provide the clearest picture, as NESO and network operators begin publishing updated data on average connection times and backlog clearance (NESO, n.d.). If these figures fall, the reforms are working; if not, the risk is that the system has changed only on paper while bottlenecks persist (GOV.UK, 2026).

Conclusion:

UK Net Zero has shifted from cost wars to queue wars, and now the rules about who can join the grid are as critical as the technologies themselves, this new phase of energy liberalisation demands immediate action for faster delivery and lower costs. However, reforms alone will not guarantee delivery. Policymakers must also prioritise strict enforcement of ‘use-it-or-lose-it’ rules alongside coordinated planning and grid investment, ensuring that capacity is allocated to viable projects rather than speculative applications. Under Britain’s new energy paradigm, the profitability of every venture may hinge urgently on the timing of that final plug-in.
